What is Certified Payroll?

Certified payroll has a reputation for being complex — report formats change depending on locality, which means the reporting requirements can vary. However, certified payroll is manageable once you have a detailed understanding of the different aspects of reporting.

Certified payroll is a requirement under the Davis-Bacon Act of 1931. The wage law mandates all companies who work on government or public works projects to pay the prevailing wage rates in that area.

Prevailing wage refers to the minimum amount an employer can pay their laborers. This wage requirement ensures that skilled local workers are not being overlooked in favor of workers who accept lower wages.
